Mystery lab equipment, moving eyepiece, holds test tube. From the stockroom of a closing pharmaceutical facility. I presume that this was some inspection part of something. The dial moves the eye piece up and down, and the clamp can hold a test tube. I have no idea exactly how this was used, but it moves smoothly and the optics seem to be in good condition.
